Training on “Strategic Management”

The driving force behind effective strategic management is “strategic leadership”, which requires a management team aligned with the company’s vision, capable of setting long-term goals, developing action plans in line with that vision, and motivating employees toward defined directions.

Training courses focused on experience exchange accelerate the learning curve by providing broader and more targeted access to knowledge, approaches, and tools.

Consistent with this mindset, within the framework of the “Management Skills” training organized for senior officials of the customs service, the session on “Strategic Management” was conducted by Armen Harutyunyan, Director of the Agro-Industrial Policy Department of the Eurasian Economic Commission.

In the public sector, strategies developed for different areas must be interconnected and, most importantly, form an institutional system. Often, the costs of implementing a “well-designed” strategy may be high in the short term; however, in the long run, the efficiency and returns significantly exceed these costs.

The main components of strategic management include:

  • Strategic Analysis — assessing the organization's internal capabilities and resources, evaluating the external environment, and analyzing successful cases and failures.
  • Strategy Development — defining actions based on analysis, allocating resources, clearly identifying strategic priorities, improving decision-making, and making informed choices.
  • Strategy Implementation — ensuring consistency and continuous alignment of processes.
  • Enhanced Collaboration — fostering cooperation with individuals and organizations to overcome shared challenges and identify opportunities. This also allows for the dissemination of best practices across different teams and departments, promoting standardization and continuous improvement.
  • Employee Development — promoting professional growth through new initiatives, ideas, skills, and mindsets, thereby increasing capabilities and job satisfaction.
  • Strategy Evaluation and Control — continuous monitoring and assessment to determine whether desired results are achieved, including performance measurement and necessary adjustments.
  • Integration of Interests — collaboration with international organizations to integrate bilateral and multilateral interests, helping to respond to competitive threats or adapt to market dynamics.
  • Adaptability and Flexibility — the ability to respond to changes in the external environment, leverage new opportunities, and implement innovative solutionsб; etc.

Strategic management refers to the comprehensive process of defining, implementing, and evaluating an organization’s long-term goals. It involves decisions and actions taken by leadership and is especially critical for navigating complex situations, maintaining competitiveness, achieving sustainable results, and ensuring long-term success.
