The SRC Training Center Hosted the Second Meeting of the "Reading Club"
On July 10, the second meeting of the "Reading Club" took place at the RA SRC Training Center, bringing together representatives of the SRC's managemerial staff and SRC employees for an open discussion of professional literature, the exchange of experience, and the generation of new ideas.
The discussion focused on the book "From Fearsome Tax Collector to a Beloved Service Provider" by Anders Stridh and Lennart Wittberg, which was translated into Armenian and published at the initiative of the SRC Training Center. The book presents international best practices in tax administration, organisational culture, and public service, encouraging readers to rethink the role of public institutions in their relationship with society.
The event opened with welcoming remarks by Arusyak Mirzakhanyan, Director of the SRC Training Center, who emphasised that the Center's mission extends beyond knowledge transfer to creating a professional environment where the exchange of ideas and collaborative discussions foster continuous development.
Opening remarks were also delivered by Vrezh Mkrtchyan, First Deputy Chairman of the State Revenue Committee. He shared his reflections on the book, drawing parallels between its key concepts and the modern principles of interaction with taxpayers.
During the interactive session, participants were divided into three working groups and, with the guidance of mentors, discussed the topics "Control or Service?", "Culture Change", and "The Taxpayer's Perspective." The group discussions explored the balance between regulatory and service-oriented functions, organisational culture, leadership, and people-centric approaches. At the end of the session, each group presented its key conclusions and recommendations.
During the meeting, Ani Jabaghyan, Head of the Research and Innovation Division of the SRC Training Center, presented the results of an online survey conducted among SRC employees regarding the core topics discussed during the session.
Eduard Hakobyan, Chairman of the RA SRC, delivered closing remarks at the end of the event. He noted that the work of a modern tax administration should be based not only on the effective implementation of supervisory functions but also on the principle of delivering high-quality services to taxpayers. He highlighted the importance of collaborative work aligned with the SRC's vision, mission, and unified value system, emphasizing that the organizational cultural development is achieved through the involvement of every employee and shared responsibility for common goals. He also addressed several issues raised during the discussions, highlighting the importance of such initiatives in shaping new ideas and supporting organisational change.
The Reading Club is designed as an ongoing initiative aimed at creating an open platform for discussing professional literature, encouraging exchange of experience, and promoting modern approaches to public administration.
