Employees of the RA SRC Training Center participated in a training course on Protocol conducted at the Diplomatic School of the RA Ministry of Foreign Affairs. The training was led by a leading expert from the Netherlands, Bengt-Arne Hulleman, who previously headed the Protocol Office of the International Criminal Court in The Hague and coordinated protocol events of the Royal Court of the Netherlands as well as major state ceremonies.

Currently, Bengt-Arne Hulleman serves as the Executive Director of the ‘Protocolbureau”, founded in 1996. As a high-level expert, provides support in organizing protocol events for high-ranking institutions across various countries and teaches "State Protocol Relations, Issues, and Mandates" worldwide.

During the course, best practices in protocol regarding visits of high-level delegations to various countries were presented, addressing previous violations, challenges, and potential solutions to emerging issues.

Participants engaged in scenario-based exercises and simulations, which provided detailed insight into the role of protocol in unpredictable situations and the range of appropriate responses. The training also covered procedures for organizing meetings and negotiations with representatives of foreign states, international organizations, and other entities, as well as processes for concluding multilateral agreements through protocol services.

The expert also provided a detailed overview of the proper use of state symbols, including the national anthem, coat of arms, and particularly the flag. Through presentation materials, participants were introduced to the procedures, practices, and specific aspects of flag placement in foreign countries, at diplomatic institutions, international organizations, and official representations, in accordance with international law, diplomatic protocol standards, and national traditions.
