“Border Management for Senior Staff” 35th Course

Ani Jabaghyan, an employee of the RA SRC Training Center, participated in the OSCE’s 35th “Border Management for Senior Staff Course” (35th BMSC), held in Dushanbe from October 16 to November 10.

Her effective and impactful participation is evidenced by her receiving 2 out of the 3 awards granted at the end of the course:

  • Best Teamwork — Ani Jabaghyan led a team of 7 participants.
  • Good Leader — among 25 participants from 9 countries.

The Best Teamwork award was granted based on the thesis defense, a key component of the course. This process involved a rigorous evaluation of participants’ research and analytical skills. The theses addressed complex national security challenges and allowed participants to demonstrate their expertise to a panel of experts.

The thesis topic was: “Advanced approaches to combating drug trafficking based on the experience of 5 countries over the past 5 years.” Within this framework, Ani Jabaghyan presented Armenia’s policy on combating illegal drug trafficking and highlighted the work carried out by the Anti-Smuggling Department of the RA SRC.

The “Good Leader” certificate is awarded for demonstrating the ability to lead, inspire, and achieve collective results. The course brought together mid- and senior-level government officials from Armenia, Georgia, Hungary, Jordan, Moldova, Mongolia, Tajikistan, Thailand, and Turkey.

The aim of this one-month course was to present the OSCE’s principles and standards on border security and management. The program included seven modules delivered through various teaching methods and reflected best practices from OSCE participating states.

The OSCE (Organization for Security and Co-operation in Europe) is the world’s largest regional security organization, bringing together 57 participating states from Europe, Central Asia, and North America. It adopts a comprehensive and multidimensional approach to security and stability, operating across three dimensions: politico-military (security), economic and environmental, and human — which form the foundation of its comprehensive security concept.

Participants also presented their organizations’ activities, shared national experiences, and discussed approaches to addressing various cross-border threats. Additionally, participants took part in a charitable initiative supporting children in an orphanage.
